What Tasheel and Tawjeeh are
Both are services of the Ministry of Human Resources and Emiratisation (MOHRE), delivered through authorised private service centres rather than a single government counter. They exist to move the labour side of employment – permits, contracts and worker awareness – out of ministry offices and into a network you can reach across the country. They are not visa offices: a residence visa is a separate, federal process.
What Tasheel does
Tasheel is the processing arm. It is where the employer’s labour transactions are typed, paid and submitted to MOHRE:
- Work permits – new applications, renewals and cancellations.
- MOHRE labour contracts – registration, amendments and termination.
- Wage Protection System (WPS) – registration and salary filings.
- Labour cards and related establishment services.
- Emiratisation and compliance services for private-sector employers.

What Tawjeeh does
Tawjeeh is the awareness arm. Its centres run the orientation sessions that explain UAE labour law, a worker’s rights and duties, and the terms of the employment contract – ideally before the job begins. For many permit categories this orientation is a required step, which is why so many workers pass through Tawjeeh as part of getting their contract. The aim is simple: no one should start a job in the UAE without understanding the contract they signed.

Each transaction carries its own MOHRE fee – a work permit, for instance, varies with the company’s MOHRE category and the worker’s skill level – and the authorised centre adds a typing or service charge on top. Common mistakes to avoid
- Treating “the visa” as one process. The labour permit (Tasheel/Tawjeeh, MOHRE) and the residence visa (ICP/GDRFA) are two separate flows – sequence them correctly.
- Sending a worker to Tasheel for a visa. Tasheel does labour transactions, not residence visas – the wrong queue costs a day.
- Skipping or delaying Tawjeeh. Where it is required, the labour contract will not finalise until the orientation is done.
- Ignoring WPS after hiring. Once the contract is live, salaries must run through the Wage Protection System – late payment carries MOHRE penalties.
- Assuming every centre is equal. These are authorised private centres; typing fees and reliability vary, so use one that handles your transaction type often.
